Architect Chibuikem Onyekachi, the Managing Director of Powell Homes and Shelters Ltd, has praised the Enugu State Governor for signing the Land Use Regulation 2025 and Executive Order No. 1, 2025, which designate multiple locations across the state as urban areas.

Architect Onyekachi characterised this initiative as transformative, emphasising its alignment with the administration’s vision to enhance land management and stimulate economic growth.

During a press briefing in Enugu on Saturday, Arc. Onyekachi underscored the importance of the new regulation in promoting development. He stated, “This bold initiative will substantially increase property values statewide and improve residents’ access to vital resources. It enables property owners to obtain Certificates of Occupancy, thereby removing a significant obstacle to economic advancement.”

The Managing Director also highlighted the economic benefits of the regulation, noting that with Certificates of Occupancy, residents in the newly classified urban areas can unlock the financial potential of their properties. “Property owners can now readily access loans and various forms of credit to expand their businesses. This creates a ripple effect that fosters entrepreneurship and enhances the overall economic growth of the state.”

Architect Onyekachi commended the policy for its transparency and efficiency. He praised the administration’s commitment to eradicating hidden fees, double allocations, and land-grabbing issues that have long hindered land transactions. He remarked, “For years, many residents, particularly those in real estate, have hesitated to engage in land transactions due to uncertainty and corruption. This policy dispels those concerns and builds trust in the system.”

He also acknowledged Governor Mbah’s integration of the Enugu State Geographic Information System (ENGIS) with the new regulation, calling it a masterstroke in streamlining administrative procedures, making it easier for residents to apply for land titles and efficiently resolve disputes.

According to Onyekachi, this regulation positions Enugu State as a beacon for land administration in Nigeria. “This is the kind of visionary leadership needed to attract investors and create a development-friendly environment. It sets a precedent that other states ought to follow,” he emphasised, noting that the policy aligns seamlessly with contemporary urban planning and development objectives.

The MD of Powell Homes expressed optimism that the public enlightenment campaigns promised by the administration would ensure residents fully grasp the new processes. He urged property owners, real estate companies, and realtors to seize the opportunities presented by the regulation, particularly in applying for Certificates of Occupancy to protect their investments.

He reaffirmed his company’s support for the administration’s initiatives: “Powell Homes and Shelters Ltd remains committed to working with the government to develop sustainable housing solutions for the people of Enugu. We aim to assist Governor Peter Ndubisi Mbah in creating a state where property ownership equates to prosperity and security for all.”
