Dr.(Surv.) Victor Chukwuemeka Nnam was born to the family of Chief and Mrs. John Okwor Nnam of Amechi-Awkunanaw, in Enugu South Local Government Area of Enugu State. He had his early education at Robinson Primary School, Uwani, University Secondary School, Enugu Campus and Enugu State University of Science and Technology, Enugu.
He secured admission at the Enugu State University of Science and Technology, ESUT Enugu in 2002 where he obtained his Bachelor of Science in Surveying and Geoinformatics in 2007 after which he proceeded to bag a Masters Degree (MSC) still in the same course.
Nnam has a number of professional qualifications to his name including, Surveyors’ Council of Nigeria (Registered) (SURCON, R. 2011/2188), and the Nigerian Institution of Surveyors (NIS) Member (Mnis). He has had a stellar professional career. He was the Principal Consultant Geosquaremeters Innovative Ltd. which provides cutting edge services in the field of Surveying.
His love for, and commitment to giving back to the society, and desire to help young people made him take up a lecturing responsibility at the Enugu State University of Science and Technology, ESUT where he was a lecturer until his appointment as the Honourable Commissioner for Lands and Urban Development in Enugu State by His Excellency Rt. Hon, Ifeanyi Ugwuanyi the Executive Governor of Enugu State. As the Honourable commissioner, he has been perfectly driving the state governments land policies, he has also been fostering harmonious relationship between the state government and communities who now see government as patners in development which have seen communities willingly giving out lands to the government for development without any sabotage. This is unlike what was obtainable in the past.
As commissioner for lands, Nnam brought ingenuity and dynamism into the operations of the Enugu State Ministry of Lands, and Urban Development. He has practically reorganized the operations of the ministry with his magic touch, that his short stay so far at the helm of affairs at the ministry is felt by all and sundry because by his leadership – and with the help and unalloyed support of the Executive Governor of Enugu State, Rt. Hon. Ifeanyi Ugwuanyi – there has been a tremendous improvement in the working conditions and welfare of the staff of the ministry since assumption of office at the ministry.
Before his present responsibility – of steering the affairs of the Ministry of Lands and Urban development in Enugu State – Dr. (Surv.) Victor Nnam started from a humble beginning. His experience as an Industrial Trainee at Arab Contractors played a key role in his career path, as he went on to become a Pupil Surveyor at the Ministry of Lands during his National Youth Service days in Sokoto. From there, he went on to become a Graduate Assistant at ESUT in the Department of Surveying and Geoinformatics, Enugu State University of Science and Technology (ESUT), Enugu, Nigeria.
Nnam amongst other things was an External Examiner at the Department of Surveying and Geoinformatics Akanu Ibiam Federal Polytechnic, Unwana, Afikpo, Ebonyi State. He has also been a Member, of the Enugu State Boundary Committee Office of the Deputy Governor of Enugu State, in addition to being an Examiner for the Surveyors Registration Council of Nigeria, (SURCON), Abuja – all until his present appointment.
He has been setting the pace a long time coming. He was voted as Most Valuable U16 NIPOST Basket Ball Academy Player (MVP) in 2000. He was the Best Graduating Student from the Department of Surveying and Geoinformatics, ESUT in 2007. His dedication to duty helped him clinch the highly coveted Best Departmental Lecturer Award in 2012, even as he also got Commendation from the Governing Council of Enugu State University of Science and Technology, ESUT in 2018.
He has handled several leadership positions in his life so far amongst which are Publicity Secretary, of the Nigerian Institution of Surveyors (NIS), Enugu Branch and an Associate Pastor, position at House on the Rock, the Word House, Enugu.
In order to equip himself for the numerous responsibilities life throws at him, Dr. (Surv.) Victor Nnam has attended several international conferences and trainings, most recent of which includes;

International Federation of Surveyors (FIG) Congress 2018, 6th – 11th May 2018, at Istanbul, Turkey and World Bank 20th Conference on Land and Poverty, 25th – 30th March, 2019, Washington DC, USA.
So far, it has been God all the way and a testimony to the fact that Dr. Nnam has an assignment with Enugu State Ministry of Lands and Urban Development. It is no coincidence that this brilliant young man who had found himself in same ministry in far away Sokoto State, as an NYSC Corps member, as a pupil Surveyor will 12 years later get appointed the Honourable Commissioner in his own State.
Nnam without a doubt is a workaholic commissioner who enjoys doing his job with great vision and capacity, and who as such has accomplished so much in just about 1 year in office.
Born to the family of Hon John Okwor Nnam and Mrs Florence Nnam, Dr (Surv.) Victor Nnam is a devote Christian and champion of youths advancement and growth, a detribalised man who carries everybody along no matter the tribe or religion is married to Mrs Chikosolu Nnam and the marriage is blessed with three wonderful children.
