The Enugu State Government through the Ministry of Budget and Planning has held a retreat for the 2020 annual/2021 Midyear budget performance review.

The event which had in attendance Exco members, Permanent Secretaries, Civil Society Organisation, Traditional Rulers, President Generals, Youth and Women Groups lasted for three days; 25th-27th August, 2021

Speaking at the event which was held Nike Lake Resort Hotel, the Governor of Enugu State Rt. Hon Ifeanyi Ugwuanyi said: “The midterm review is an assessment taken halfway through a budget cycle which measures how the budget is being implemented against its projections and the micro and macro economic indicators on which the projections were predicated.”

The Governor, represented by his Deputy, Lolo Cecilia Ezeilo reiterated his commitment to the open government partnership and fulfilment of their obligation to the fiscal responsibility act, 2007.

She also disclosed that Enugu State “is participating in the World Bank assisted State Fiscal Transparency, Accountability and Sustainability (SFTAS) Performance for Result Programme for Nigeria, which aimed at strengthening fiscal transparency, accountability and sustainability in each participating state.”

Speaking further, Lolo Ezeilo announced that the Governor has recently approved that the whole process of implementing the result area on the production of Citizens Accountability Report (CAR) in collaboration with Civil Society Organisations should go ahead.

“Therefore, this retreat must aim at reviewing the budget performance so far with a view to applying the lessons learnt for the purpose of achieving excellent performance in the remaining months of the life of the budget,” she said while declaring the retreat open.

Sir. Odo Remy, the Accountant General of Enugu State, said that the total revenue of the state in 2020 was N 101,998,498,477.34 which represents 87.84% of N116.12 billion of the amended revenue budget. Speaking on the performance of the 2020 budget, Mr. Odo disclosed that the percentage performance of the budget was 77.06%.

On the implementation of the 2021 Midyear budget, the Accountant General revealed that the sum of N 41,158,135,563.90 which represents 53.16% of N77.42 billion has been realized by the state. On expenditure, the AG also revealed that out of the N84.92 billion for the period under review (Jan-Jun 2021), the state has released expenditure warrants (which has been Cash backed) worth N40.36 billion representing 47.52%.

The host and the Commissioner for Budget and Planning, Hon. David O. Ugwunta, PhD, pointed out that the review which heralds the commencement of the 2022 budget is important as the outcome will guide the preparation of the 2022-2024 Medium Term Budget. “It will also provide us the opportunity to consult Stakeholders and gather inputs into the 2022-2024 MTEF”.

Presenting the Budget Performance Analysis, Facts with Figures, Dr. Ugwunta revealed that in 2020, well over 340 projects were either completed or started across the 3 senatorial zones of the state which amounts to N45,177,307,490.57 representing 58.99% of the 2020 revised capital size of N76,584,641,080 budget.

Below are some of the key highlights of the achievement of 2020 Budget.

1. Payment of the Thirty thousand Naira (N30,000.00) new minimum wage to its workers.

2. Development of New ESUT Teaching Hospital Complex, Igbo Eno in earnest. Currently, the construction of 2 nos. 12-classroom faculty buildings; 2 nos. 10-classroom faculty buildings and 2 nos. 8-classroom faculty buildings, for the ESUT College of Medicine as well as industrial water borehole projects are on-going.

3. Renovation and equipping of Isolation and Treatment Centres in Nsukka, ESUT Teaching Hospital Parklane, Enugu as well as equipping the ultra-modern Enugu State Medical Diagnostic Centre which was re-purposed as an Isolation and Treatment Centre for COVID-19.

4. Designation of former Colliery Hospital Enugu as Enugu State Infectious Disease Hospital followed by its redesigning, reconstruction, construction and equipping of new structures in the complex. This is on the verge of commencing service delivery.

5. 7 (seven) new Model Type llI Primary Healthcare facilities in Nkanu East, Igbo-Etiti, Igbo-Eze South, Isi-Uzo, Udenu, Ezeagu and Uzo-Uwani LGAS are at various stages of commencing service delivery.

6. Concrete asphalting of 49km of selected RAMP Phase 1 roads are completed. Enugu State is the only State out of the 4 RAMP participating States in the Federation that has asphalted any or part of their RAMP roads.

7. The construction of the outstanding 6km of the virgin 13km Nike Lake Junction – Harmony Estate-Amorji Nike-Adoration Pilgrimage Centre road was also completed with side drains and 5 River-Crossings including culverts and bridges.

8. Renovation and Upgrading of Nike Lake Resort in consonance with modern trends, to consolidate its leading role as a tourist attraction and centre for relaxation.

9. Development of the Unity Park (conservation Park) at the pine forest reserve located at the East of Okpara Square within the three-arm zone.

10. Commencement of the construction of an office building covering 3,500 Square metres floor area within Enugu State House of Assembly complex located in the three Arms zone, Independence Layout, Enugu.

11. Extensive renovation of the Enugu State Judiciary Headquarters Complex and completion of the thirty- four (34) Customary Court buildings across the seventeen LGAs in the State.

12. Construction of MOPOL 76 Police Mobile Force Squadron Facility for the Nigeria Police Force, along Ugwugo-Nike/Opi/Nsukka road, by Ekwegbe in lgbo-Etiti Local Government Area, has reached advanced stage.

13.Farm inputs (rice seeds, Farro 44 long grain, improved cassava stems TM 419, fertilizers and pesticides) have been distributed to 2000 farmers across the 17 LGAs of the State to boost dry season farming.

14. State Government using agriculture through the Enugu State Agro-Processing, Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project to improve the livelihood and empower over 1,685 youths and Women of Enugu State including the physically challenged.

15. Constructed, re-constructed and renovated 339 classrooms and toilets providing 1,595 fully equipped classrooms. Provided 33,621 Lockers, Desks and Chairs for pupils and Teachers. Distribution of 54,545 books and instructional
materials to all primary and secondary schools in the State.

16. Massive Construction and reconstruction of classroom blocks, offices and hostels in Secondary Schools in the State including reconstruction of 122 Classroom Blocks across the six Education Zones and construction of 1,400 bed capacity Hostel at Girls’ secondary School, Owereze-orba in Udenu Local Government Area. Four (4) Solar powered boreholes were also Constructed in some of our Secondary Schools in the State.

17. Enugu State Government signed a Fifty Million Dollar ($50,000) Subsidiary Loan Agreement (SLA) with Federal Ministry of Finance in respect of AFD-funded 3rd National Urban Water Sector Reform Project (3rd NUWSRP) in December 2018. This project is planned to develop the water supply infrastructure in the capital cíty (Enugu) in order to supply more people/households and improve the water supply service to the people of Enugu as well as improve the financial viability and performance of Enugu State Water Corporation.

18. State Government has keyed into the Partnership for Expanded Water, Sanitation and Hygiene (PEWASH), a World Bank supported project to reduce the problem of water scarcity in rural areas and consequently combat water borne diseases.

19. Several Solar powered and direct current water boreholes have been completed and in use across the State.

20. Enugu State has completed the construction and equipping of 2 (two) new Tech Hubs / Youth Innovation Centres in Enugu and Obollo Afor which have taken of in earnest.

21. The Enugu SME Centre, in partnership with the Federal Government has provided over six thousand (6,000) Micro, Small and Medium Enterprises in the State with Free Business Registration with Corporate Affairs Commission (CAC) under the Survival Fund Programme in the year 2020.

22. Recall that the Akanu lbiam International Airport which was shut down on August 24th, 2019 due to urgent safety and infrastructural concerns was opened on 30th August 2020. The State Government in addressing some of the safety needs of the airport completed the removal of all Encroachment on the airport facility, removed and relocated the Orie Emene market and commenced the construction a 1.3km asphalt road to the Very High Frequency Omni Directional Radio Range/Distance Measuring Equipment (VOR/DME) navigation facility at Emene. Enugu State Government also provided finance for the upgrade and refurbishment of existing toilet facility in the Airport’s Terminal Building, amongst others.

Dr. Ugwunta maintained that, “in the face of the global economic challenges, the 2020 budget year was a huge success as we excelled in our revenue and expenditure targets. “The revenue (recurrent and capital receipts) recorded 88.64% which is 11.36% < 100% revenue performance; whereas expenditure (recurrent and capital) recorded 77.06% which is 22.94% < 100% budget implementation and 8% < 85% budget implementation target in the 2020 fiscal objective.”

Similarly, by midyear of 2021, Dr. Ugwunta said about 126 capital projects are going on across the state and this figure is expected to increase tremendously before the budget cycle completes.

Some of the projects going on in 2021 includes but not limited to the followings:

1. Construction of Flyover Bridge and Underpass at T-Junction Nike Lake Road/Abakpa Road, Enugu East LGA, Enugu State.

2. Construction of a Pilot Water Well at the Unity Park, Enugu.

3.Construction of access and internal road Network at Golf Estate Annex Ngwuagu Amaezike, Abor, Udi LGA.

4. Road maintenance and repair of Potholes in Enugu Metropolis.

5. Construction of Ogodo-Okpu Orba Road, Udenu Local Government Area.

6. Additional works at Zonal Secretariat Nsukka Satellite Town (Phase 1 – Block A), Nsukka LGA. Procurement of two (2) 20,000 capacity surface tanks, dispensing pump and the installations for the State Secretariat Annex, Nsukka. These has enabled the occupation and operationalization of the Secretariat.

7. Construction of 3 Floors Students Hostel Building at Enugu State College of Education (Technical), Enugu North LGA, Enugu State.

8. Installation of Single Arm Solar Powered Street Light at High and Magistrate Courts, Nsukka, Enugu State Infectious Disease Hospital, Enugu and access road to Enugu State University of Science and Technology Teaching Hospital Igbo Eno.

9. Construction and installation of Industrial Borehole at Enugu State University of Science and Technology Teaching Hospital Igbo Eno.

10. Construction of staff Clinic and Transit Camp for the Department of State Service, Enugu State Command.

11. Rehabilitation/construction of Nkeore Close, Independent Layout, Enugu.

12. Construction of Nsukka Conference Centre Nsukka, Nsukka Local Government Area, Enugu State.

13. Construction of access road into New Enugu (Phase I)

14. Construction of Ama Akpaka – Leeke – Obinagu – Ogbodu – Ohwashi Road with Spur to Ama Akpaka Orba, Udenu LGA.

15. Construction of Ogodo-Okpu Orba Road, Udenu LGA.

16. Construction of Enugu State Multi-Door Court House Building at Ministry of Justice Premises Independence Layout, Enugu, Enugu North LGA.

17. Re-building of the burnt Mosques, Primary School Block within the Mosque Premises and Perimeter Fence of the Premises in Nsukka LGA.

18. Construction of 1 No. 8 Classroom Building for the Faculty of Social Science and Humanities, Enugu State University of Science and Technology Teaching Hospital, Igbo-Eno Campus, Enugu State.

19. Equipping of Dormitory, Refectory and Provision of sporting Facilities and Installation of Solar Lights at Girls Secondary School, Owerre-Ezeora, Udenu Local Government Area.

20. Construction of 1.125km Access Road to Nigeria Airspace Management Agency (NAMA)-VOR/DME at Emene, Enugu East Local Government Area.

21. Construction of 1 No. 8 Classrooms Building for the Faculty of Applied Natural Sciences, Enugu State University of Science and Technology, Teaching Hospital Igbo-Eno Campus.

22. Construction of 1 No. 10 Classrooms Building for the Faculty of Dentistry, Enugu State University of Science and Technology, Teaching Hospital Igbo-Ano Campus.

23. Construction of 1 No. 120 Bedrooms Hostel at Enugu State University of Science and Technology, College of Medicine, Teaching Hospital Igbo-Ano Campus

24. Construction of 1 No. 10 Classrooms Building for the Faculty of Health Science and Technology, Enugu State University of Science and Technology, Teaching Hospital Igbo-Ano Campus

25. Construction of 1 No. 12 Classrooms Building for the Faculty of Medical Sciences, Enugu State University of Science and Technology, Teaching Hospital Igbo-Ano Campus.

26. Construction of 1 No. 12 Classrooms Building for the College Medicine, Enugu State University of Science and Technology, Teaching Hospital Igbo-Ano Campus, Enugu State.

27. Renovation of one of the Bungalow Buildings in the premises of State Forestry Commission for the Skill Acquisition Programme of the Ministry of Labour & Productivity.

28. Construction of Umuokere-Igugu Agu Mgbugbo-Ugbene-Umundu Road Phase I, Udenu Local Government Area, Enugu State.

29. Construction of Amokwe Road starting from Udi Station through Ibuzo Amokwe to Amokwe Station Road (Phase III), Udi LGA.

30. Rehabilitation/construction of Ekulumili Street, New Haven, Enugu North Local Government Area, Enugu State.

31. Construction of Aruotoma Ortuanya Road, Ohodo, Igbo Etiti Local Government Area

32. Installation of sixty (60) nos Solar Street Light at Aruotoma Ortuanya Road, Ohodo, Igbo Etiti Local Government Area.

33. Construction of Amufia Road (Including Local Government Area Round About) – Japan Road – Umuida Road – (up to Umuida Junction) in Igboeze North LGA.

34.Construction of Umuokere-Igugu Agu Mgbugbo-Ugbene-Umundu Road Phase 1, Udenu Local Government Area, Enugu State.

35. Construction and installation of Astrotourf and Tracks, Flood Lighting and Associated Works at Nsukka Stadium, Phase II, Nsukka Local Government Area.

36. Reconstruction of section of Awkunanaw Street-Etudo, Achara Layout, Enugu South LGA.

37. Construction of Enugu State University of Science and Technology Teaching Hospital, Igbo-Ano.

38. Construction of 1 No. 120 Bedrooms Hostel A at College of Medicine, Enugu State University of Science and Technology Teaching Hospital, Igbo-Ano Campus.

39. Construction of 1 No. 120 Bedrooms Hostel B at College of Medicine, Enugu State University of Science and Technology Teaching Hospital, Igbo-Ano Campus.

40. Rehabilitation of Section of Obollo Afor Junction-Enugu Ezike Road, CHO+000-CH1+634, Udenu Local Government Area.

41. Equipping and compound flooring of Ifemelumma Health Centre, Obodoakpu, Agbogugu, Awgu North Constituency, equipping of the Health Center at Isiama, Mbu Amon; Upgrading of Health Centre at Nkwo Ugbaike, Igboeze North Local Government

42. Construction of Tennis Lawn at Ogrute, Enugu Ezike, Igbo-Eze Local Government Area

43. Supply and installation of 100 units of 200 litre Eagle Solar Refrigerators and Freezers to various health centres in Enugu State

44. Production of two hundred (200) units of Ultra-Modern Automated Hand-Washing Machine and Hand Sanitizers by IMT, Enugu.

45. Construction of two boreholes in Ndiagu-Uwani Autonomous Community.

46. Financial Assistance to Faculty of Law, University of Nigeria to upgrade the Moot Court with the followings: 1. Installation of a 10KVA Inverter with batteries. 2. Ceilling works. 3. New partitioning of Judge’s Office, Secretary’s Office and Cloak Rooms (Male & Female). 4. Replacement of Gallery Chairs. 5. Furnishing of Offices.

47. Reconstruction of Iwollo Police Station, Ezeagu Local Government Area which was burnt by hoodlums.

48. Medium Voltage Distribution of Electricity of Owerre Okpu, Amadim, Ujobo, Umunta/Umunkpume and Anyazuru Orba, Udenu Local Government Area.

49. Extension of electricity to Umuokpara and Amalla Orba, Udenu Local Government Area.

50. Constructionof thirty two Bus Shelters (December, 2020 batch) in the Capital City.

51. Construction of twenty three (23) Bus Shelters (January, 2021 batch) in the Capital City

52.Construction of Administrative Complex at Enugu State House of Assembly, Independence Layout, Enugu North Local Government Area.

53. Procurement of 2 nos Dongfeng (DFL1120B-KD2E-010-022J) Diesel Engine, 2 Seaters Water Tankers (Water Tenders), 10,000 liters capacity Water Tanker for the State Fire Service.

54. Development of Warrant and Vote Book Modules integrated with existing State Financial Management Information System.

55. Establishment of Training School at the Enugu State Internal Revenue Service Headquarters, Enugu.

56. Cottage hospitals with isolation wings are at various stages of completion in Awgu, Enugu Ezike, Udenu and Oji River.

57. 9th Mile Crash Water Programme.

58. Completion of the construction of the Court of Appeal, GRA Enugu.

Commenting on the 2021 midyear budget, Dr. Ugwunta highlighted that; “The performance of recurrent revenue is quite encouraging and we hope that the remaining part of year 2021 will post more positive results.

“On expenditure, the performance of recurrent stood at 89.28%, capital stood at 19.15% resulting in a total expenditure performance of 47.52% against the midyear budget.

“The 2021 Midyear performance is informed by the availability of fund to execute programmes and projects. As we expect to have more fund in the later part of the year, more capital projects will be embarked upon especially with the withdrawing of the rains within the next remaining half of year 2021. This will enable us achieve our budget target of 85% budget execution in 2021.”
