…Eliminates confusion and hidden charges in land transactions
Exercising his authority under the Land Use Act 1978, Dr. Peter Mbah, Governor of Enugu State, signed the Land Use Regulation 2025 and Executive Order No. 1, 2025, on Thursday, which designates various areas of the state as urban zones.
The Executive Order, titled “Enugu State Designation of Land as Urban Areas,” officially classifies the entire Enugu East, Enugu North, and Enugu South Local Government Areas as urban areas.
Additionally, the entire Udi, Nkanu West, Nkanu East, and Nsukka LGAs have also been designated as urban areas.
Specific parts of several LGAs have been marked as urban areas as well. Notable designations include the Ndeabor Urban Area, which spans a 10km radius, and the Oduma Urban Area, covering a 20km radius, both located in Aninri LGA; Agwu Town, with a 25km radius; as well as Ihe, Agbogugu, Mgbowo, Isu-Awa, Mmaku, Ituku, and Owelli-Court; Aguobuowa and Oghe in Ezeagu LGA; Ogbede, Ukehe, and Aku in Igbo-Etiti; Enugu Ezike in Igbo Eze North LGA; Ibagwa Aka in Igbo Eze South LGA; and Ikem and Eha-Amufu in Isi-Uzo LGA.
The Executive Order has further designated Oji-River, Ugwuoba, and Inyi in Oji-River LGA; as well as Obollo-Afor and Orba in Udenu LGA; and Umulokpa and Adani in Uzo-Uwani LGA as urban areas.
During the brief signing ceremony, Mbah stated, “Just moments ago, I signed the Land Use Regulation of 2025 and an Executive Order designating specific locations in the state as urban areas.
“This marks a significant milestone. It is historic and aligns with the recent launch of the Enugu State Geographic Information System (ENGIS), created to streamline land title applications and other land-related administrative functions.
“With these measures, we aim to bring clarity. As we know, a lack of transparency breeds corruption. This milestone will not only enhance Enugu State’s revenue but also facilitate easier business transactions, allowing prospective applicants to clearly understand their fees and the timelines for processing their applications.
“Thus, there will be no more hidden charges when applying for land transactions, whether for searches, titles, or any other land-related processes in Enugu State.
“This initiative will also put an end to double allocations, land grabbing, and the confusion that previously plagued our land management system.
“We have expanded the areas that were previously designated as rural, allowing residents in these locations to apply for their title documents and obtain Certificates of Occupancy for their properties and assets, further clarifying our land management approach.”
Commending his team for their efforts, the governor assured the public that there would be comprehensive awareness initiatives regarding the new Order, Land Use Regulation, and the Enugu Geographic Information Service.
“This regulation clearly outlines the duration required for any application, whether for conducting searches or applying for title documents. The timelines and fees are clearly specified, ensuring there is no confusion. I appreciate your efforts,” he concluded.
