…ENSACA targets zero new infections, stigma reduction, and inclusive healthcare
The Enugu State Government has unveiled an ambitious five-point agenda designed to accelerate its efforts toward achieving HIV epidemic control by 2030.
The roadmap, spearheaded by the Enugu State Agency for the Control of AIDS (ENSACA), places strong emphasis on prevention, treatment, data-driven action, and stigma reduction.
Unveiling the plan in Enugu on Thursday, the Executive Secretary of ENSACA, Dr. Rita Emeh, said the initiative is strategically aligned with the National Agency for the Control of AIDS National HIV and AIDS Strategic Framework (2021–2025).
She explained that the agency’s priority is to ensure that “no community or vulnerable group in the state is left behind in the fight against HIV/AIDS.”
“The healthcare agenda of Peter Ndubuisi Mbah’s administration is committed to innovative and sustainable solutions. This plan strengthens partnerships across all levels and places people at the center of service delivery,” Dr. Emeh stated.
According to her, the five-point agenda focuses on:
1. Strengthening stakeholder engagement and multisectoral collaboration.
2. Expanding HIV testing and case identification.
3. Accelerating linkage to care and treatment.
4. Combating stigma and discrimination.
5. Enhancing data management and operational research.

She further revealed that ENSACA will initiate quarterly stakeholder forums involving state and local government officials, health providers, NGOs, and community leaders to review epidemic trends and coordinate joint interventions.
“Mobile testing units and expanded community outreach programs will be introduced to increase access to testing, especially in underserved areas,” she added.
To speed up treatment, Dr. Emeh said the agency will adopt rapid initiation protocols to ensure immediate treatment upon diagnosis, supported by case managers to track adherence and treatment outcomes. She also noted that mass media campaigns, school outreach programs, and community engagements will play a central role in dismantling stigma.

“Real-time data dashboards and partnerships with universities will help us track progress, make evidence-based decisions, and ensure accountability,” she explained.
Dr. Emeh expressed appreciation to Governor Mbah for the opportunity to serve and reaffirmed her commitment to delivering measurable impact.
“This agenda represents a new chapter of data-driven leadership and community-centered action for a healthier Enugu State,” she said.
The state government’s renewed focus on HIV control aligns with Nigeria’s broader commitment to ending AIDS as a public health threat by 2030, with Enugu positioning itself as a leader in inclusive and innovative healthcare delivery.
