…defaulters risk loss of recognition as state moves to clean up land records

In a decisive and far-reaching reform aimed at sanitizing land administration, curbing fraudulent claims, and strengthening investor confidence, the Enugu State Government, through the Office of the Surveyor General, has announced the revalidation and digitization of 105 layouts across the state.

The move, part of the Survey Records Modernization Programme, is designed to create a transparent, verifiable, and fully digital survey database to secure property ownership, enhance service delivery, and block multiple claims.

The government has set December 31, 2025, as the final deadline for compliance. After this date, any layout not revalidated will lose official government recognition, and all plots within such layouts will be flagged as unverified in the state land database.

What Landowners Must Do

All landowners, estate developers, and plot holders within the affected areas are required to submit their layout and survey documents for:

  • Verification and Revalidation
  • Digital Conversion and Plot Mapping
  • Issuance of New Electronic Survey Plans and Certificates

Property owners are strongly advised to act promptly by visiting the Office of the Surveyor General or their respective Local Government Survey Desks to complete the revalidation process.

Driving Transparency Through Technology

Surveyor General of Enugu State, Surv. Chime Justus U., emphasized that the exercise is a critical step in securing property rights and eliminating land racketeering in the state.

“This revalidation and digitization exercise is a crucial step toward building a credible, accessible, and secure land database for Enugu State,” he stated.

“We are determined to end the era of unverified land claims and multiple allocations. Property owners should take advantage of this window to legitimize and secure their investments.”

Consequences for Non-Compliance

The government warned that layouts not revalidated by December 31, 2025, will lose official recognition, and plots within them will no longer be eligible for C of O or other land title processing until full compliance is achieved.

This, officials say, is part of a wider strategy to modernize land administration, strengthen investor confidence, and accelerate the state’s urban development agenda.
