The Independent National Electoral Commission (INEC) has officially announced the conduct of by-elections in two State Constituencies in Rivers State, fixing Saturday, February 21, 2026, for the polls.
The Commission disclosed this in a Notice of Election issued in line with Section 28(3) of the Electoral Act, 2022, informing the public that the by-elections will hold in Ahoada East II and Khana II State Constituencies.
According to the notice, voting will commence at 8:30 a.m. at polling units across the affected constituencies.
INEC stressed that only eligible voters will be allowed to participate in the exercise. “Only persons whose names appear on the voter register and who possess valid Permanent Voter Cards (PVCs) shall be allowed to vote,” the Commission stated.
The electoral body further emphasized that voters must cast their ballots strictly at the polling units where they are registered. “Voters shall only vote at polling units where they are registered,” INEC said.
The electoral umpire also confirmed that the Bimodal Voter Accreditation System (BVAS) will be deployed for voter accreditation during the by-elections. Reiterating its long-standing position, the Commission declared: “No PVC, no voting.”
The notice was formally signed by the Independent National Electoral Commission (INEC), reaffirming the Commission’s commitment to credible and transparent elections.
INEC urged all eligible voters in the affected constituencies to comply with electoral guidelines and turn out peacefully to exercise their civic responsibility.
