A legal practitioner has demanded a comprehensive breakdown of federal allocations to the 33 local government areas in Oyo State over a seven-year period, in a move that could pave the way for petitions to anti-corruption agencies over the management of council funds.

The lawyer, Ayo Omoleaupen of Umar and Alofe Chambers, made the demand in a Freedom of Information (FOI) request addressed to the Minister of Finance and the Accountant-General of the Federation on behalf of Comrade Akinloye Olusegun, the Peoples Democratic Party (PDP) House of Representatives candidate for Surulere/Ogo-Oluwa Federal Constituency in Oyo State.

The request, contained in a letter dated October 27, 2026, seeks details of all federal allocations disbursed to the state’s 33 local government areas between May 2019 and October 2026.

The move is also a prelude to planned petitions to the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

Explaining the purpose of the request, the lawyer stated that the information was sought “for purposes of civic accountability, public interest research, and to promote transparency in public finance management, in line with Section 14(2)(c) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).”

The Office of the Accountant-General of the Federation was given seven days from receipt of the application to provide the requested records.

“In line with Section 4 of the FOI Act, we kindly request that the information be made available within 7 days of receipt of this application,” the letter stated.

Omoleaupen also undertook to pay the prescribed fees for searching, duplication, transcription and certified true copies of relevant documents, where applicable, in accordance with Section 8 of the FOI Act.

The letter read in part:

“We are Solicitors to Mr. Akinloye Olusegun, hereinafter referred to as ‘our client’, on whose firm and express instructions we make this request pursuant to the Freedom of Information Act, 2011.

“Our client is an indigene of Oyo State and a concerned stakeholder in accountable governance and public finance management.

“We hereby request for the following information under the custody of the Office of the Accountant-General of the Federation and the Federation Account Allocation Committee.

“The monthly breakdown of all federal allocations disbursed to each of the 33 Local Government Areas in Oyo State from May 2019 to October 2026.

“The breakdown for each per Local Government Area per month showing separately, where applicable; Statutory Allocation, VAT Allocation, Exchange Rate Gain / Differential, Electronic Money Transfer Levy (EMTL) and any other augmentation, excess crude, or distribution as approved by FAAC.

“The total aggregate amount disbursed to the 33 Local Government Areas in Oyo State collectively for each month within the period.”

The requested records are expected to provide a month-by-month account of allocations received by each council, including statutory revenue, Value Added Tax (VAT), exchange rate gains or differentials, Electronic Money Transfer Levy proceeds and other approved distributions.

The applicant is also seeking the combined monthly total received by all 33 local government areas throughout the period.

The demand places the allocation and management of Oyo State’s local government funds under renewed scrutiny, although no allegation of financial wrongdoing has been established against Governor Seyi Makinde or any council official.
