I give honour to all the Biafran veterans who fought the war of independence from 1967 to 1970 but gave up the fight of arms and ammunition when it became necessary to do so, knowing that the next phase of the war would be a battle of wits and intelligence. General Ojukwu said in 1970 that the battlefield had changed. I quote his words precisely when he prophesied as follows:

“As a people we have endured as only giants endure. We have fought as heroes fight. We have dared as only gods dare. We are disillusioned by the world’s insensitivity to the plight of our people. Yet because our cause is just we believe we have not lost the war, only that the battlefield has changed. We are convinced that Biafra will survive. Biafra was born out of the blood of innocents slaughtered in Nigeria during the pogroms of 1966. Biafra will ever live, not as a dream but as the crystallization of the cherished hopes of a people who see in the establishment of this territory a last hope for peace and security. Biafra cannot be destroyed by mere force of arms.”

I want to emphasise his words of prophecy: “Yet because our cause is just we believe we have not lost the war, only that the battlefield has changed. We are convinced that Biafra will survive”. Yes, indeed, the war has continued but the battlefield has changed. Biafra will surely survive but by due process. It is with great joy that we announce that most of the Biafran veterans who fought the war are still with us today in the struggle for independence by legal methodology. They shall be duly recognised in this event.

2. I give honour to the Biafran Elders and Biafran activists who understood that the battlefield has changed from the violent military methodology to legal methodology and political diplomacy. To this end, I give special honour to His Royal Majesty, His Lordship, the Honourable Justice Dr Eze Ozobu OFR, retired Chief Judge of Enugu State, who is the current Chairman of the Supreme Council of Elders of Indigenous People of Biafra. I give honour to the Late Dr Dozie Ikedife, OON, JP, D.Sc., FRCOG, the former Deputy Chairman who invited me and confided in me in the last hours of his life on earth and signed the necessary documents 72 hours before his death for the Biafran Struggle to move forward in his absence on the proper foundation. I give honour to the Late Brig Gen Joe Achuzia, Late Chief Barr Debe Odumegwu Ojukwu, and all other Biafran Elders and Biafran activists who have continued in the struggle for self-determination by legal methodology.

3. This Grand Reception is the first of its kind in the history of the Biafran Independence Struggle. It marks the beginning of the Biafran Project Phase 2 by the authority of the Supreme Council of Elders of Indigenous People of Biafra. We have made it clear that we are Nigerians by citizenship which was forced upon us against our will but Biafrans by indigenous identity. As Nigerian citizens, we must be obedient to the Nigerian law which includes the Customary Law, Sharia Law, Statute law, the received English Law and Case Law. We have made a strong submission in Court which the Nigerian lawyers could not impugn that what the Biafrans lost after the war was their sovereignty and not their indigenous identity as a people since they were not annihilated as Rome annihilated Carthage. The remnants that were not consumed in the war are therefore the indigenous people of the land. This is why the vision bearer of the legal methodology described them in his book published in 2012 as INDIGENOUS PEOPLE OF BIAFRA. It is time to move forward with clear and understandable roadmap devoid of deceptions and propaganda. It is time we applied the principles of teamwork and synergy in the Biafran Struggle.

4. As we have said in our earlier publications, the Biafran liberation struggle is like teamwork in the soccer game where every player plays his own wing and passes the ball to the next player who also passes the ball to the next player until the ball is passed to the player at the vantage position who will score the winning goal. It is likened to the relay race in athletics where the first athlete runs his path and hands the baton over to the next athlete who also runs his path and hands the baton to the next athlete until the baton is handed over the last athlete who will reach the finishing line. All the team members and spectators rejoice for the victory because the victory belongs to them all. Unfortunately, in the case of the Biafran Struggle, it appears that the player with the ball will never pass it to the next player who is at a vantage position to score the goal and the first athlete will never hand over the baton to the next athlete who is positioned to reach the finishing line. In fact, the Biafran players attack themselves and score goals against themselves in favour of the opponents! For this reason, the Biafran independence struggle that started in about the year 1999 has suffered terrible setbacks causing the Biafran activists to wander in circles like confused people in an enchanted forest. Without applying the principles of teamwork in the Biafran Struggle, we shall not achieve our goal of self-determination.

5. In 2016, the President of the Federal Republic of Nigeria, President Muhammadu Buhari, directed the Biafrans on the Al Jazeera Television to organize themselves and vote to have a State within a State, that is, to have their State of Biafra within the Nigerian State. Unfortunately, the Biafran activists appear too difficult to organize and manage as a people. Despite the setbacks, I confirm that the Biafran activists have done fairly well in the circumstances they found themselves. This event is in honour of all the Biafran activists and Biafran elders who believe in the legal methodology of self-determination which we introduced into the Biafran struggle. We believe that the Law as an instrument of social engineering is the best weapon that the Biafrans can use to achieve their goal of self-determination. We want to encourage all the Biafran activists who are in this struggle with sincere and honest hearts. We want to show the way forward. We ask all the Biafrans to follow us in the way of legal methodology and political diplomacy.

6. The legal methodology consists of the judicial, political and diplomatic processes which are described generally as the Due Process. We are aware that some Biafran activists do not believe in the legal methodology and political diplomacy. One of the Biafran activists who disagreed with us made a strong broadcast in the following words:

“Every calamity that has ever befallen the Biafran people in the expired Lugard contraption Flora Shaw named Nigger-area (Nigeria) were perpetrated by those Igbos born outside Biafraland of dubious and questionable parentage. The list is endless right from Dr. Azikiwe to the fool called Ukpabi Asika who I am certain is in hell. Henceforth and in keeping with our oath, all saboteurs will be caught and executed. There will be no mercy, no pardon, no forgiveness. All traitors must die and so too their families. This nonsensical disease of Igbo saboteurs springing up all over the place in the name of having a different opinion on Biafra liberation will no longer be tolerated especially those who claim they are Biafrans but are supporting APC or APC candidates”. (Speaker’s name withheld).

“The best antidote to lies and deceit is TRUTH. The best antidote to treachery and sabotage is death. To all the amateur lawyers experimenting with Biafra independence in Nigeria law court and their shameless deceit your end is near. THIS IS THE PM EDITION OF RADIO BIAFRA LIVE BROADCAST OF 14 JUNE 2014 FROM ENUGU THE CAPITAL CITY OF BIAFRALAND. In this episode: Three questions Bilie APC/BHRI will never answer and which they must be pressured to provide answers are: (1) Why is Bilie APC/BHRI continuing to deceive Biafrans with a court case when there is no recorded case in history where a country got independence through legal method? Ask them to name one country that got freedoms through the courts….Say no to further deceit in the name of Biafra, join the revolution today. Without violence there will be no Biafra. No country won her freedom through legal method. This legal method rubbish is a fraud. No compromise, no retreat, no surrender. Biafra or death!” (Speaker’s name withheld)

7. The speaker quoted above disagreed with our legal methodology and said it was a fraud. He was able to win a multitude of converts who followed his methodology. He said that he would cause the Igbo people to boycott the Nigerian elections. Another leader said he would shut down Nigeria completely because the Nigerian Constitution is a fraudulent constitution imposed on us by the military junta who claimed that “we the people” made the Constitution which we did not make. I do not want to join issues with these people but it is necessary to state the rule of law that every law remains valid until set aside by a higher Court even if the law is bad. Moreover, the military decree which became the Nigerian Constitution was ratified by the National Assembly and deemed to be an Act of the National Assembly. We respect the opinions of these Biafran leaders but assert firmly that there is no alternative to Due Process of self-determination in the present circumstances. Nevertheless, we recognise all the efforts made by different groups agitating for the independence of Biafra in the best way they know. They have achieved the Phase 1 of the Biafran Independence Project which we describe as the Awareness Creation Phase.

8. The next Phase is the creation of Biafra as a regional government within Nigeria just like Scotland within Britain. We the Biafran lawyers and Biafran activists describe it as a Regional Government by devolution of power while the President General of Ohanaeze Ndigbo, Chief Barr John Nnia Nwodo, describes it as the Restructuring of Nigeria into autonomous self-governing Regions. Whether we describe it as devolution of power to the regions or the restructuring of Nigeria into autonomous regions, we are saying the same thing in different terminology.

9. The President of Nigeria has given the Biafrans a big challenge on the Al Jazeera Television in 2016 where he was asked how he intended to solve the Biafran issue and he made the broadcast all over the world saying, “Let them organise themselves and vote to have a State within a State”. We want to obey the Nigerian President to organize ourselves now and vote in a referendum to have our State of Biafra within the Nigerian State. We want everybody to understand this vision. We want those who understand the vision to teach others. This is the Biafran Project Phase 2- the Regional Governments where every Region in Nigeria will govern itself within One Nigeria just like the four countries that make up the United Kingdom: England, Scotland, Ireland and Wales, govern themselves within the Great Britain. If such an arrangement could work in Britain, why should it not work in Nigeria?

10. We have suffered terribly in Nigeria from the end of the war in 1970 to the present day. Our sufferings and persecutions are indescribable. Our spirits are yearning for freedom. If not for God who has been with us, our enemies would have swallowed us up. We are troubled on every side, yet not distressed; we are perplexed, but not in despair; persecuted but not forsaken by our God; cast down but not destroyed, 2 Corinthians 4: 7 – 8. These scriptures have been fulfilled by the Biafrans as a nation. The Biafrans must be free. It is either freedom within Nigeria just like Scotland within Britain or freedom outside Nigeria just like Eritrea outside Ethiopia.
